B. Diolchodd Mr Chris Brown i’r Cyngor am y grant o £500.00 i Glwb Peldroed Henllan tuag at gost cynnal y cae.
C. Cyfeiriodd Mr Chris Brown at gost ychwanegol posibl o ryw £500.00 a chost o’i gosod ar gyfer Uned Reoli Drydanol. Penderfynwyd rhoi caniatâd i’r gwaith ychwanegol ei wneud.
D. Mae Adran Briffyrdd Cyngor Sir Ddinbych wedi bod yn Henllan eto i gywiro gwaith llenwi tyllau oedd heb ei gwblhau. Soniwyd am ansawdd da gwaith yr Adran.

MINUTES OF THE HENLLAN COMMUNITY COUNCIL HELD ON TUESDAY 7TH MAY 2024 IN THE CHURCH INSTITUTE, HENLLAN AT 7.30 P.M.
1: PRESENT:
Councillors Jackie Jones (Chair), Ian Carrie, Amanda Lawson, Gwyn Roberts, Geraint Williams, Nia Bellis, Merfyn Roberts, Clwyd Spencer, Denbighshire County Councillors Pauline Edwards and Geraint Lloyd-Williams together with the Clerk.
2. APOLOGIES FOR ABSENCE:
Councillors Nicola Neale and Cerian Jones together with Denbighshire County Councillor Delyth Jones.
3. RESIGNATION.
Nicola Neale tendered her resignation as a member of Henllan Community Council prior to the commencement of the meeting which was accepted. The Clerk will now publish the notice of the vacant seat.

5. DISCUSSION WITH THE MEMBERS OF THE PUBLIC IN ATTENDANCE.

6. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 2nd April 2024 minutes as a true record and signed by the Chairman.
7. MATTERS ARISING FROM THE MINUTES NOT APPEARING ON THE AGENDA.
A: Mrs Angeline Lawson thanked Council for the £1,000.00 grant aid towards the annual maintenance costs of the upkeep of the St. Sadwrn Churchyard in Henllan.
B. Mr Chris Brown thanked Council for the £500.00 grant awarded to Clwb Peldroed Henllan towards the pitch maintenance costs.
C. Mr Chris Brown reported on the potential additional cost of around £500.00 plus fitting for a replacement “Electronic Control Unit”. Members resolved to grant permission for the additional work to be undertaken.
D. Denbighshire County Council Highways Department have revisited Henllan village to correct the pothole repairs not completed on the previous visit to the village. Members reported on the good quality of the works provided by the Highways Department.
E. Rebecca Musgrave of Denbighshire County Council provided Council of a “Bar Chart” showing statistics of data from the new SID devise in Denbigh Street, Henllan.
8. WELSH MINUTES OF THE COUNCIL.
The Welsh translation of the minutes of the Council are now up to date with the Council’s grateful thanks to Mr Peter Smith for providing the service to the Council free of charge.
9. PROPOSED HENLLAN WOODLAND CREATION PARK.
Councillor Ian Carrie provided a verbal updated report received from Keith Bennett, Climate Change Project Manager of Denbighshire County Council who provided a map of the proposed footpath to be constructed. The next stage is to earth moving on site which should commence within a week. The project should be completed by the end of September 2024.
10. TOP PARK REPORT.
Following the joint Zoom meeting between the members of Henllan Community Council and Denbighshire County Council Officers, Rebecca Williams and Helen Vaughan Evans on Thursday 18th April 2024 at 6.00 p.m. to discuss the future ownership of the “Top Park” in Henllan. Members resolved to appoint the Council’s Top Park Project sub-Committee of Councillors Jackie Jones, Ian Carrie, Amanda Lawson, Nia Bellis and Clwyd Spencer to digest the information received from the joint meeting and to action the requirements of the Community Council following the joint meeting.
11. REVIEW OF THE COUNCIL’S STANDING ORDERS.
Members resolved that there are no changes required on the Council’s current “Standing Orders”.
12. REVIEW OF THE COUNCIL’S GRANT APPLICATION FORM.
Members resolved that there are no changes required on the current Council’s “Grant Application Form”.
13. FLOWER BEDS UPDATE.
A: Councillor Clwyd Spencer reported that the requirement of a mini digger is required for the work on the Maes Sadwrn flower bed. Members resolved to hire a mini digger for the required works.
B. Councillor Jackie Jones agreed to act as the Council’s Co-ordinator for the flower beds.
14. ONE VOICE WALES TRAINING COURSES.
A: The Clerk circulated Members with the One Voice Wales training courses covering May and June 2024.
B. The Clerk still awaits a reply from the Monitoring Officer of Denbighshire County Council to arrange the “Code of Conduct” training session for the Council Members.
15. FINANCE.
A; The Clerk circulated members with the annual financial statement covering the period from 1st April 2023 to 31st March 2024.
B. Authorised receipts – first 2024/25 Precept receipt from Denbighshire County Council £5,460.00.
C. Authorised bill payments:-
1. Monthly HSBC bank charges £5.00.
2. Defib Store for replacement pads and battery for the community defibrillator £378.00.
3. Henllan Church Institute for the Council’s monthly meeting £30.00.
4. Clear Councils for the Council’s annual insurance premium £524.61.
5. Fineline for the Council’s photocopies £61.50.
D. The Clerk circulated members with Council’s Annual Return for the year ended 31st March 2024. Members resolved to approve the “Annual Return” and signed by the Chair and the Responsible Financial Officer
E. Members resolved to appoint Mr Rhys Jones from Ruthin as the Council’s Internal Auditor for the year ended 31st March 2024.
16. PLANNING ISSUES.
Denbighshire County Councillor Delyth Jones circulated Members with an email received from the County’s Planning Enforcement Officer’s report on the unauthorised tree felling on School Street in Henllan and has taken several steps to deal with the matter and agreed a way forward with the land owner in question.
17. CORRESPONDENCE.
A: The Clerk previously circulated members with an email for information purposes of Section 56 Planning Act 2008, Notice of Acceptance for the Mona Offshore Wind Project.
B. The Clerk previously circulated members with an email for information purposes of the Denbighshire County Council Waste Service Remodelling drop-in sessions.
C. Denbighshire County Councillor Pauline Edwards circulated members with an email on the updated report on the late delivery of “Trollibocs”.
D. Councillor Ian Carrie emailed members prior to the meeting with a request from a member of the electorate, via the Council’s Facebook page, for the Council to replace the damaged public seat bench on Hen Lon. Members resolved to replace the public seat bench. Councillor Clwyd Spencer agreed to price a new seat from Meifod Wood Products in Denbigh and Councillor Ian Carrie agreed to remove the existing seat due to health and safety reasons.
18. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
County Councillors Pauline Edwards and Geraint Lloyd-Williams updated members on the following issues:-
A: Contractors have been appointed to complete the new housing infrastructure on Henllan Street in Denbigh.
B. Current usage of Caledfryn in Denbigh.
C. Planning update on the former North Wales Hospital site in Denbigh.
D. The Members Area Groups are meeting to discuss the five million savings enforced on the County Council’s budget.
E. Development consultation on the Lenten Pool highway infrastructure in Denbigh.
19. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
A: Members resolved for the Clerk to write to the following authorities:-
1: Denbighshire County Council to seek information when will the first 2024 grass cutting takes place.
2. Grwp Cynefin regarding the residents double parking on the public highway next to the Bron Llan Housing Estate in Henllan.
B. Members resolved to discuss the Council’s website at the next Council meeting.
