MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 6th MAY 2025 IN THE CHURCH INSTITUTE, HENLLAN AT 7.30 P.M.

CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 1st April 2025 minutes as a true record these were signed off by the Chairman.
- MATTERS ARISING FROM THE MINUTES NOT APPEARING ON THE AGENDA.
No matter arising withing the minutes.
TRAFFIC CALMING MEASURES IN HENLLAN UPDATED REPORT.
Councillors asked for help from residents interested in the “Speed watch” Scheme. Any members of the public wishing to help please contact Ian Carrie at ian.carrie@pc2kworld.co.uk . Alan Roberts said that he may be interested in joining in the future.
- HENLLAN NATURE RESERVE UPDATED REPORT.
Councillors are awaiting the sign to be erected by Denbighshire County Council at the entrance. may be put up. Councillor Carrie is enquiring about the mysterious posts by the entrance.
- TOP PARK UPDATED REPORT.
Councillor Nia Bellis sent a report to the Council that there is a possibility that we may be able to use a procedure under section 123 of the Local Government Act 1972. Due to a shortage of staff in DCC Legal Department this is taking some time.
- COMMUTED SUMS APPLICATION.
Councillor Ian Carrie confirmed that DCC have received an application from HCC for release of the commuted sums pot. This is intended to be used by DCC at Top Park for a fence to protect the dry-stone wall from further damage. Closing date was beginning April & should be hearing soon.
- HCC ASSET LIST
Councillor Ian Carrie went through HCC Asset List which includes Henllan War Memorial and Railings. HCC are looking to get the railings painted before this year’s Remembrance Day. It was agreed to include “Olives Memorial Bench” outside the Post Office to the Asset list and seek a quotation for its replacement.
- HENLLAN FLOWER BEDS AND NOTICE BOARDS.
Chairman Jackie Jones is to obtain and supply plants for the planters. A receipt has been given to Councillor Ian Carrie for plant already bought.
- COUNCIL’S WEBSITE AND COMMUNICATION (SOCIAL MEDIA/FACEBOOK) REVIEW.
Meeting with Nathan Penfold and Ian Carrie had a meeting and resolved it was probably better to start a new HCC website than trying to update the old website. This will be progressed when Councillor Nathan Penfold is feeling better.
- ONE VOICE WALES TRAINING COURSES.
Awaiting the updated list of One Voice Wales Training Courses.
- DENBIGHSHIRE COUNTY COUNCIL CODE OF CONDUCT TRAINING COURSES.
A list of dates of the DCC Code of Conduct training has been circulated to Councillor’s.
- FINANCE.
Acting Treasurer Ian Carrie and Chairman Jackie Jones have been to HSBC Rhyl and an application has been submitted to change over names & awaiting confirmation to see if it has been accepted.
16. PLANNING APPLICATION.
A Listed Building Planning application has been received regarding Garn House in Henllan.
No objections or comments from the Council was made.
- CORRESPONDANCE
One Voice Wales invoice received.
- STREET SCENE (HIGHWAY) ISSUES.
Confirmation by DCC Councillors that Meifod Road was to be resurfaced or properly patched in the next financial year.
- DENBIGHSHIRE COUNTY COUNCIL ISSUES.
The County Councillors present told the committee that a new liaison post had been made by DCC and Kate Chew was appointed.
- URGENT BUSINESS UNDER SECTION 100B (4) OF THE LOCAL GOVERNMENT ACT 1972.
There was no urgent business for consideration.
