DRAFT MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 7 JULY 2026 IN THE CHURCH INSTITUTE, HENLLAN AT 7.30 PM.

Councillors Jackie Jones, (Chair) Ian Carrie (Vice Chair), Clwyd Spencer, Tom Marshall, Nia Bellis, Cerian Jones, Denbighshire County Council Councillors Pauline Edwards, Delyth Jones and Clerk Stephanie Kelly Nick Marriott (Perspective Councillor) and Clerk and Responsible Officer Stephanie Kelly.

  1. Confirm the minutes of the previous Council meeting held on 2nd June to be signed off by the Chairperson

Members confirmed 2026 minutes as a true record, these were signed off by the Chairperson.

  1. Traffic Calming Measures in Henllan updated report

15th July there will be a clamp down on speeding throughout North Wales.

  1. Henllan Nature Reserve, Church Institute Bee Garden and HCC Planters.

Eleri from Meifod Farm has offered to maintain the planter outside the farm and also the two planters at the end of Meifod Road. We have requested that she put in a claim for the materials used to Stephanie or Ian for a refund. No sign as yet for the Nature Park, Ian will chase.

  1. Report on Top Park

Rebecca was contacting Mr & Mrs Williams who had the original lease license, to see if a new one could be signed. An advert is to be placed for the transfer of Top Park to HCC by DCC. Ian has sent out an order for the Ball Stop Posts, from Grant monies, and we understand these have already been delivered.

  1. Top Park Mower Acquisition

Clwyd has had the mower’s puncture fixed, and the repairer from Saracens Tyre Service was told the mower was up for sale. He asked how much the mower was, and Clwyd said £1,500. A vote was called at tonight’s meeting and it was agreed that this was a good offer, and Councillors voted to sell the old mower at this price.

  1. One Voice Wales Training Courses

If anyone would like to complete any courses, please contact Stephanie.  There are two new training courses both on internet /emails, and Jackie and Ian would like to attend.

Email from Helen Corcoran thanking us as all the gullies have been cleaned to stop flooding on Godre’r Garn by DCC.

 

  1. Street Scene Matters (Highway)

Ian has requested sweeper down Garn Lane. The Maes Sadwrn street sign is on the floor, and Ian has been in touch with DCC. Clwyd brought up issues with parking on match days buy Top Park. The Llindir has agreed that their car park may be used, Clwyd will bring this up in the next Football Committee Meeting.

 

 

  1. Denbighshire County Council Affairs

Tree Preservation Orders around the county are being reviewed by DCC and there may be new ones added and old ones taken off. HCC were informed that there is now an Enforcement Team out in Denbighshire for fly tipping, dog fouling, checking residents re-cycling and litter bins. DCC have employed nine staff and these have already been out in Denbigh. This is being supported by a Welsh Government grant that is created by a packaging Levy which pays for the cost of waste. Their task is firstly to educate and support residents, however, there may be fines and enforcement in some areas, and the officers have been selected carefully to deal and communicate with the public. There is a report in the Autumn about the blue cardboard recycling bags.

Peoples emergency briefing – there is a film on climate change as an authority there will be a showing this film to councillors, and Delyth asked if we as a Community Council would be interested in a viewing. HCC confirmed they would be interested. It is a thought provoking film, which is important and interesting, and there may be opportunities for the Community Council to help.

  1. Matters arising from the entries which do not appear on the agenda

Clwyd has the name of a gentleman who is interested in becoming a councillor, and he will ask him to write in.
