MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 14TH APRIL 2020 VIA ZOOM VIDEO CONFERENCE AT 7.30 P.M.
1: PRESENT: Councillors Nicky Bassett-Powell (Chairman), Amanda Lawson-Stoner, Gwyn Roberts, Merfyn Roberts, Geraint Williams, John Bellis, Jean McGibbon, Denbighshire County Councillors Geraint Lloyd-Williams and Glenn Swingler together with the Clerk.
2. APOLOGIES: Councillors Dewi Jones and Clwyd Spencer.
3. DECLARATIONS OF INTEREST
None received.
4. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 3rd March 2020 minutes as a true record and signed by the Chairman.
5. MATTERS ARISING FROM THE MINUTES.
A. Denbighshire County Council has repaired the pedestrian pavement between Rose Cottage and Bryn Meirion in Denbigh Street in Henllan.
B. Conwy County Borough Council has repaired the river bridge on Llannefydd Road in Henllan.
C. the Chairman reported on the following:-
1. Councillor Clwyd Spencer has now replaced the Council’s “Flower Beds” in Henllan. The remaining “Flower Beds” will require replacing next winter.
2. Mr Philip Neale has completed the works required on the “Public Conveniences” in Henllan.
D. The proposed joint meeting with Henllan Community Groups is now on hold due to the Covid-19 restrictions.
6. FINANCE.
A. Bank balances as at 31st March 2020:-
1. HSBC Community Account £262.00.
2. HSBC Money Manager Account £12,507.64.
3. NS&I Investment Account £1,684.39.
B. Authorised bill payments:-
1. Mrs Julie Roberts – Plants for the replacement Henllan village planters £50.00.
2. Mr Philip Neale for the Henllan Public Conveniences repairs £244.00.
7. COVID-19 RESTRICTIONS IN RELATION TO THE COUNCIL’S ASSETS.
A. the Council’s Public Conveniences will remain closed during the restrictions.
B. the Council’s street furniture is not affected by the restrictions.
C. Ffordd Meifod Public Park is closed to the public.
D. Access to the Top Park in Henllan still operational and is limited to the Covid-19 movement restrictions.
8. COUNCIL’S CARETAKER ROLE DURING THE CURRENT COVID-19 RESTRICTIONS.
Members resolved for Mr Gareth Evans to continue his Caretaker’s duties on behalf of the Council during the current Covid-19 restrictions.
9. POST COVID-19 RESTRICTIONS CELEBRATIONS.
Councillor Jean McGibbon led the discussion on the suggestion of a “Community Celebration” post Covid-19 as it impossible to say whether there will be any other community event held in 2020. Members agreed to the event in principal to be organised by the various groups within the community with the Community Council contribution via financial support, support with highway issues and insurance cover. Councillor McGibbon kindly agreed to prepare the information on behalf of the Council.
10. CORRESPONDENCE.
Councillor Amanda Lawson-Stoner agreed to complete the Council’s “Risk Assessment” and report back at the next Council meeting on her findings.
11. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
A. County Councillors Geraint Lloyd-Williams and Glenn Swingler agreed to discuss the current bus time table between Henllan and Denbigh which are on a two hourly gap for the return journey where a one hour gap is adequate.
B. Members resolved for the Clerk to contact Denbighshire County Council to review the current closure of the “Recycling and Waste Parks” on a restrictive time table due to the threat of fly tipping within the County.
12. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
There were no urgent business for discussion.
13. NEXT COUNCIL MEETING – Tuesday 5th May 2020 via Zoom Video Conference at 7.30 p.m.
